The apex court asked senior advocate Sanjay Hegde to u201c play a constructive role as an interlocutoru201d to persuade the protesters to move to an alternative site. People have a fundamental right to protest u201c peacefully and lawfullyu201d but blocking public roads and places is a matter of concern as it might lead to a u201c chaotic situationu201d, the apex court said, stressing that there has to be a u201c balancing factoru201d. u201c Democracy works on expression of views but there are lines and boundaries for it,u201d a bench of Justices S K Kaul and K M Joseph said, adding, u201c The question which is arising is where to protest.u201d u201c Our concern is if everybody starts blocking public areas then where will it end,u201d the bench asked, while hearing pleas seeking removal of protesters from Shaheen Bagh and ensuring smooth traffic flow.
